Use board view to find the right chip, preheat, then lift and replace it on fresh flux. Test charging before closing up and let it run for a while to see the percentage climb steadily. If it still refuses, measure the input to the USB charging IC as well, since either chip can stop the iPad charging. Fit fresh adhesive when you refit the screen.
